Short Term Project Funding is designed to support small research projects to explore the feasibility of innovative new products and processes.

In the first stage, funds of up to £3,000 are available to support collaborative projects between industry and METRC’s academic members.

Second stage funds of £7,000 are available for the most successful projects providing there is a match from the industrial partner.

Department Of Health Announce an Innovation Pass Pilot

In July the Office for Life Sciences (OLS) published the ‘Life Sciences Blueprint’ which announced a package of measures to help maintain a competitive life science sector. One of the initiatives announced in the blueprint was the introduction of an ‘Innovation Pass’.

The Innovation Pass will make selected innovative medicines available on the NHS for a time-limited period, prior to a NICE appraisal.  Funding will be drawn from a new ring-fenced £25m budget, set aside exclusively for the Innovation Pass. The Pass gives earlier access to innovative drugs for patients with the greatest need, and at the same time it will facilitate the collection of further information to support a subsequent NICE appraisal.

This consultation seeks views from the NHS, industry and other stakeholders on the Government’s proposals for an Innovation Pass pilot.  These proposals will be revised in light of comments received as part of this consultation and will be used to inform the first set of decisions for the pilot in 2010/1.

New Fund Available for Industry / Uni Tie ups

3rd Call for applications

i4i Funding Streams 3a (FPD3a) and 3b (FPD3b)

The NIHR’s Invention for Innovation (i4i) programme would like to invite submissions of applications to funding streams 3a and 3b (FPD3a and FPD3b).

Stream 3a applications must include collaboration between at least one industry and one research (academic or clinical) partner aiming to determine the commercial viability of a proposed device or technology, with the development of a robust route to market and a strong, appropriate consortia serving as key deliverables.  Primarily expected to be the first stage of a full collaborative applied research project, total project costs can be no more than £100K in total, of which 75% funding is available.

Stream 3b applications should build on the results of a completed assessment of feasibility and must also have collaboration between at least one industry and one research partner (academic or clinical). This will provide further evidence of the capability to deliver improved healthcare outcomes and commercial opportunity, delivering an advanced prototype along with plans for commercial and intellectual property exploitation. Lasting no longer than 3 years, successful projects will be funded to a maximum of 50% of the total project costs, with £100K-£300K per year in funding available.

All applications must show innovation and must have relevance, impact and potential to contribute to future health gain for patients and the general population.  This programme is open to research providers in the academic, NHS communities and industry across the UK.

Development Funding – New £15million Venture Capital Fund in North West

New Funding Opportunity for Biotech and Pharma in the North West

The Northwest Regional Development Agency (NWDA), with support from the European Regional Development Fund (ERDF), has announced a £15m transitional venture capital (VC) & loan fund for businesses in the region, at the Business Finance 09 seminar in Manchester today (Monday 29th June).

The new fund, providing VC and loan funding has been created to ensure there is no gap in public finance support for businesses in the Northwest, whilst details on the new long term Northwest Venture Capital & Loan Fund are completed.

Venture Capital & Loan funding (VCLF) is a combination of loan, equity and mezzanine funding to support business growth. Loans range from £50,000 to £250,000 with Equity and Mezzanine finance available up to £2m.

Technology Strategy Board – New Competitions

The Technology Strategy Board is charged with solving the problems facing local and national government departments. There is a specific programme called the SBRI that is of interest to our readers. The SBRI (small business research initiative) run competitions which private companies can pitch in for, those that are successful get full funding for the programme of work. As you can imagine the remit for this programme is wide and all encompassing. But having a look on the site has revealed a number of health care competitions currently ongoing or opening soon:

  • Keeping Children Active - An SBRI competition is being launched in the East of England to look for ways that technology could be used to improve how children stay fit and healthy. Children are taking less exercise than they used to and there are rising rates of obesity amongst young people – increasing by 45% over the last 10 years.
  • Managing Long Term Conditions - An SBRI competition is being launched in the East of England to find ways to help manage the growing numbers of people with long-term health conditions, such as diabetes, coronary heart disease, high blood pressure, etc. It is looking to industry to bring new technologies to support the achievement of regional health priorities and increase the possibility of adoption in the NHS.
  • Patient Safety and Long Term Outcomes - An SBRI competition is being launched in the East of England which aims to use new technologies to improve patient care and eradicate errors – with a focus on patient safety. Could technology provide the answer and ensure best practice is applied every time?

N8, METRC, and an Associated Proof of Concept Fund

I went to an event yesterday that was set up to introduce the industry to some new opportunities for accessing academic research expertise.  the event was organised by METRC, who are the N8 Molecular Engineering Translational Research Centre. The set up is based on industry taking their challenges and R&D requirements to the METRC team who then pull together the different academic groups across the Yorkshire region who have the expertise to address the requirements. The hope is that the process will start to tackle the perceived wall between academia and industry in a way that will bring economic benefits to all.

METRC was set up by  N8 a partnership between the eight research-intensive universities in the North of England (Durham, Lancaster, Leeds, Liverpool, Manchester, Newcastle, Sheffield and York) , who have established a number of these kinds of groups tackling different areas of science.

The important bit for us is that at the moment there are some proof of concept grants available that can be attached to projects going through the system, these grants up to £50K are available to address overhead costs of the research, so bring the costs down. I will be looking into this for a few of my clients.

EU announces 246 million Euros of medical research funding and tells us what they are looking for in the next round

The European Commission and the EFPIA announced on Monday that 15 research projects were selected to receive a total of 246 million Euros (US$333 million) in research funding made available through the Innovative Medicines Initiative (IMI). The selected projects will address the main causes of bottlenecks in the pharmaceutical R&D process.

the 15 projects will focus on the health issues such as diabetes, psychiatric disorders, severe asthma and pain. The Pharmaceutical industry provides 136 million Euros (US$184million) through provision of their resources, facilities, materials and staff, and the remaining 110 million Euros goes to other participants such as small businesses, patient groups and academic groups.

The next call for proposals, is in the autumn and they will be seeking products in Oncology, Chronic Inflammatory disease, among others.

US governemet to spend US$1.1 billion on Evidence Based Medicine

The US government has stirred up a hornets nest of debate with plans to spend US$1.1 billion on evidence based medicine studies, of comparative effectiveness research as they call it. They plan to give the money to the HHS, NIH, and the Agency for Healthcare Research and Quality to finance studies, and develop patient databases and other data-collecting tools.

There are a panel of government health experts currently holding public hearings to decide on the conditions to be investigated, it will be interesting to see how the big pharma PR machine comes into play with this process.

There are many groups in favour of this approach, medical researchers, consumer groups, unions, insurance companies who think it will eliminate ineffective treatments and reduce fedral spending, which was US$2.2 trillion in 2007, or 16% of US national gross domestic product.

However as to be predicted there are a number of pharmaceutical and medical device companies as well as medical trade groups who have expressed concern that the research could lead to rationed healthcare and inadequate treatment for some patients. Its an interesting development but as in Europe generally and the UK specifically we have been living in a world of evidence based medicine and NICE reviews its something we are very familiar with.

Access to Finance – New Yorkshire Forward Initative

Just a breif note on a new Yorkshire Forward initiative, Access to Finance for Healthcare.

It is a programme designed to assist healthcare technology companies prepare for and go out on fund raising programmes, right up to being introduced to investors.

The programme is being run by Grant Thornton in Leeds and is on the back of a successful programme that was run by Grant Thornton in London called Gateway to Finance. Access to the programme is via application http://www.investinginhealth.co.uk/ , it gives guidance and mentoring for the individuals running the companies / project seeking finance and helps with market assessments and business planning. it also introduces these companies / projects to investors.

It looks like a great programme and I will be introducing a number of the companies that I work with to the programme.

As consultants working in the area of drug development, regulatory strategy and development strategy we are often involved in these kinds of document development processes and good housekeeping is vital. eCTD is coming to us all so its best we get up to speed as early as possible.
