Development Funding – New £15million Venture Capital Fund in North West

New Funding Opportunity for Biotech and Pharma in the North West

The Northwest Regional Development Agency (NWDA), with support from the European Regional Development Fund (ERDF), has announced a £15m transitional venture capital (VC) & loan fund for businesses in the region, at the Business Finance 09 seminar in Manchester today (Monday 29th June).

The new fund, providing VC and loan funding has been created to ensure there is no gap in public finance support for businesses in the Northwest, whilst details on the new long term Northwest Venture Capital & Loan Fund are completed.

Venture Capital & Loan funding (VCLF) is a combination of loan, equity and mezzanine funding to support business growth. Loans range from £50,000 to £250,000 with Equity and Mezzanine finance available up to £2m.

Drug Development – Logic Models of Pathway Biology

As part of our drug development consultancy we often investigate alternative indications for technologies, we progress through the therapeutic pathway and think about where this drug/biological may have an effect be that positive or negative. Having just read an interesting article in Drug Discovery Today (Vol 13 (9/10) May 2008) by Watterson, Marshall and Ghazal. The article titles “logic models of pathway biology” looks at complex living systems and how logic can be used to determine how a drug will interact with the complex biologic pathways.

They describe computational models that comb the pathways for the upstream interactions that control downstream behaviour, allowing them to identify lead candidates for therapeutic treatments. They take the kind of literature based approach we follow to the next level studying proteins, genes and gene products.

Biological pathways can comprise one or more of the following:

  • Metabolic pathways
  • Molecular interactions
  • Gene regulatory networks
  • Signalling pathways

Whilst the researchers hear focus on Boolean Logic and computer modeling we hold that a good review of possible effects and pathways can be tackled using literature searches and scientific hypothesis. I would propose that any drug or biological agent should undergo a similar scrutiny to find new opportunities and highlight potential issues.

Where we look at biological systems they magnify the process, the target the same, an understanding of how a system operates.  It is an interesting article that is well worth reading.

Drugmakers reach deal to reduce US Medicare coverage gap

I have just read an interesting article on www.firstwordpluss.com that I wanted to share with you.

“The pharmaceutical industry agreed to a proposal to provide drug discounts to US Medicare beneficiaries that could be worth up to $80 billion over the next ten years. The proposal, which is part of a health-care bill drafted by US lawmakers on June 19, aims to reduce the coverage gap that affects recipients once their drug costs reach a certain level”

Its part of the sign that the USA is moving away from being the golden goose drug market that many have known for years and is moving to a more European model for health markets, this was inevitable and matches some of the predictions previously published on this site (see here). Its inevitable that as health care budgets become a larger part of national spending this kind of trend is only going to become more apparent.

“As part of the deal that was negotiated between PhRMA and lawmakers, drugmakers would “provide a 50-percent discount to most beneficiaries on brand-name medicines covered by a patient’s Part D plan when purchased in the coverage gap,” according to industry representatives. In addition, the entire cost of the medicine purchased in the coverage gap will count towards the Medicare recipient’s out-of-pocket expenses.”

Technology Strategy Board – New Competitions

The Technology Strategy Board is charged with solving the problems facing local and national government departments. There is a specific programme called the SBRI that is of interest to our readers. The SBRI (small business research initiative) run competitions which private companies can pitch in for, those that are successful get full funding for the programme of work. As you can imagine the remit for this programme is wide and all encompassing. But having a look on the site has revealed a number of health care competitions currently ongoing or opening soon:

  • Keeping Children Active - An SBRI competition is being launched in the East of England to look for ways that technology could be used to improve how children stay fit and healthy. Children are taking less exercise than they used to and there are rising rates of obesity amongst young people – increasing by 45% over the last 10 years.
  • Managing Long Term Conditions - An SBRI competition is being launched in the East of England to find ways to help manage the growing numbers of people with long-term health conditions, such as diabetes, coronary heart disease, high blood pressure, etc. It is looking to industry to bring new technologies to support the achievement of regional health priorities and increase the possibility of adoption in the NHS.
  • Patient Safety and Long Term Outcomes - An SBRI competition is being launched in the East of England which aims to use new technologies to improve patient care and eradicate errors – with a focus on patient safety. Could technology provide the answer and ensure best practice is applied every time?

Correction on N8

In an post earlier today I said that the organisation N8 was a spin out from Yorkshire Forward, this was a misunderstanding on my part, I have corrected the mistake in the blog entry, but felt I should put a new post in about it to make sure your all up to date.

N8 is a partnership between the eight research-intensive universities in the North of England (Durham, Lancaster, Leeds, Liverpool, Manchester, Newcastle, Sheffield and York) and as such has no links to RDAs, although much of their work aligns well with the Innovation theme of the Northern Way, which involves working with all three Northern RDAs, and we they have also been in receipt of Northern Way grant funding to set up the Research Centres including METRC).

N8, METRC, and an Associated Proof of Concept Fund

I went to an event yesterday that was set up to introduce the industry to some new opportunities for accessing academic research expertise.  the event was organised by METRC, who are the N8 Molecular Engineering Translational Research Centre. The set up is based on industry taking their challenges and R&D requirements to the METRC team who then pull together the different academic groups across the Yorkshire region who have the expertise to address the requirements. The hope is that the process will start to tackle the perceived wall between academia and industry in a way that will bring economic benefits to all.

METRC was set up by  N8 a partnership between the eight research-intensive universities in the North of England (Durham, Lancaster, Leeds, Liverpool, Manchester, Newcastle, Sheffield and York) , who have established a number of these kinds of groups tackling different areas of science.

The important bit for us is that at the moment there are some proof of concept grants available that can be attached to projects going through the system, these grants up to £50K are available to address overhead costs of the research, so bring the costs down. I will be looking into this for a few of my clients.

New Manchester University Spin Out Fund

The University of Manchester has announced a new investment fund for commercialisation, the fund is called the Premier Opportunity Fund and is dedicated to the commercialisation of the University Spin Outs. The Fund is established to make between 15 and 20 investments of between £250,000 and £750,000, it will then make follow on investment of up to £3,000,000 should it be appropriate.  The Money and business support has come from MTI a technology Management Company.

EU announces 246 million Euros of medical research funding and tells us what they are looking for in the next round

The European Commission and the EFPIA announced on Monday that 15 research projects were selected to receive a total of 246 million Euros (US$333 million) in research funding made available through the Innovative Medicines Initiative (IMI). The selected projects will address the main causes of bottlenecks in the pharmaceutical R&D process.

the 15 projects will focus on the health issues such as diabetes, psychiatric disorders, severe asthma and pain. The Pharmaceutical industry provides 136 million Euros (US$184million) through provision of their resources, facilities, materials and staff, and the remaining 110 million Euros goes to other participants such as small businesses, patient groups and academic groups.

The next call for proposals, is in the autumn and they will be seeking products in Oncology, Chronic Inflammatory disease, among others.

Over £220 million to boost innovation in the NHS

I went to an event last night and heard of this recently announced fund, but it had been lost in the press due to the Swine Feaver Crisis. However its interesting reading, my understanding is that this fund will be distributed to regional management and used to drive innovation and technology ddevelopment within the NHS.

A £220 million fund will be made available to encourage innovation within the NHS, Health Minister Lord Darzi announced today, during an event at the Science Museum in London to mark the launch of ‘Innovation for a Healthier Future’, a series of initiatives to nurture and reward innovation within the NHS.

Building on the Government’s firm commitment to create an innovative health service, England’s ten Strategic Health Authorities (SHAs) will each receive £2 million this year, and £5 million in each of the following four years to support frontline NHS staff in developing innovative ideas. The cash will be invested directly into a combination of projects on the ground and at regional level, speeding up the time it takes for innovative solutions to get from design bench to NHS bedside. This will benefit patients directly and increase the quality of the care they receive.

Many innovative ideas in the NHS risk not being developed due to a lack of funding. The fund has been made available to help bring these ideas about and empower the inspiration of the 1.3 million NHS staff and their colleagues in social care who make a difference each day to people’s lives.

Lord Darzi said:

‘This announcement is a huge step forward in implementing the recommendations set out last summer in my strategy on the future of the NHS.

‘NHS staff have told me that accessing the funds to make ideas become reality can be a struggle and as a result, many great ideas never get realised. That is why I am delighted to announce that we now have a £220 million innovation fund available to get those ideas off the bench and to patient bedsides, day centres or GP surgeries.

‘We know that around 40 percent of the world’s inventions over the past 50 years originated in the UK and that the NHS is rightly recognised as a world leader in the development of innovative treatments and technologies – but we can be better at putting those good ideas into action and these funds will help do exactly that.’

The Government has also announced that alongside this funding, it has put in a place a support structure on innovation for Strategic Health Authorities, with NESTA (the National Endowment for Science Technology and the Arts) and the Young Foundation acting as advisers to SHAs in bringing about a true innovation culture. The two bodies have a proven track record in nurturing and supporting innovation and assisting organisations to turn great ideas into great improvements.

Speaking about their support to the NHS, Jonathan Kestenbaum NESTA Chief Executive said:

‘The pressures on delivering high quality healthcare have never been greater. Yesterday’s solutions to tomorrow’s problems won’t work. The SHA Innovation Fund will ensure that fresh ideas and radical thinking by frontline staff can be delivered across the NHS. NESTA has developed expertise in how to encourage innovative public services and we are pleased to be able to put this into action at the very heart of public service delivery’.

In addition, Lord Darzi announced further details of the ‘Innovation Challenge Prizes’ which will engage with innovators globally and invite them to devise exciting new ways to address key health challenges.

The prizes will be a key way in which to recognise and promote emerging best practice and the Challenges themselves will be designed to engage a wide range of NHS staff.

A panel of experts will create a shortlist of possible challenges with the exact challenges announced later this year following a public engagement process. The Panel will be assisted in its work by Trevor Baylis, inventor of the wind up radio and one of this countries top inventors.

Says Trevor Baylis, ‘Britain has an outstanding heritage in innovation, from the steam engine to the MRI scanner – we are a nation of innovators who are constantly looking for new, different and better ways of doing things. The Innovation Challenges Prizes are a fantastic opportunity to create and develop ideas that can genuinely change lives for the better.’

Alongside this new investment and support, England’s Strategic Health Authorities will also be subject to a legal duty to promote innovation and support the diffusion of innovative technologies and solutions throughout the health service.

Access to Finance – New Yorkshire Forward Initative

Just a breif note on a new Yorkshire Forward initiative, Access to Finance for Healthcare.

It is a programme designed to assist healthcare technology companies prepare for and go out on fund raising programmes, right up to being introduced to investors.

The programme is being run by Grant Thornton in Leeds and is on the back of a successful programme that was run by Grant Thornton in London called Gateway to Finance. Access to the programme is via application http://www.investinginhealth.co.uk/ , it gives guidance and mentoring for the individuals running the companies / project seeking finance and helps with market assessments and business planning. it also introduces these companies / projects to investors.

It looks like a great programme and I will be introducing a number of the companies that I work with to the programme.

As consultants working in the area of drug development, regulatory strategy and development strategy we are often involved in these kinds of document development processes and good housekeeping is vital. eCTD is coming to us all so its best we get up to speed as early as possible.
